Objective and Overview:

The Quality Assurance and Safety Director is tasked with overseeing the proficient implementation of the Quality Management Framework (QMF) by directing and supervising quality, environmental, health, safety, and enhancement teams in the operation and upkeep of the program. Ensures adherence to the Performance Work Agreement (PWA). Accountable for organization-wide compliance with ISO 9001:2015 QMF.

Key Responsibilities:

Guarantees that the QMF adheres to the relevant ISO 9001:2015 standards and that specific quality requirements are effectively executed and sustained. Develops, maintains, and organizes audits along with the reporting framework. Ensures that root cause analysis (RCA) for corrective and preventive actions (CAPA) are accurately defined and executed; verifies the effectiveness of corrections through follow-up audits. Responsible for formulating, maintaining, and disseminating quality control protocols, manages and coordinates the QC platform. Strategizes, organizes, and leads a quality control (QC) initiative aimed at ensuring ongoing quality operations, in line with organizational standards, contracts, and Performance Work Agreement (PWA). Oversees the comprehensive internal audit initiative and informs Site Managers of the number of internal audits to be conducted monthly. Ensures that internal auditors at the site level are adequately trained and certified. Administers the Internal Quality Assurance Surveillance Program (IQASP). Directs the Continuous Improvement (CI) Initiative. Establishes metrics to evaluate resource utilization to ensure optimal cost avoidance and process enhancement. Provides direction, guidance, and support to site managers in executing the Environmental Management Framework (EMF). Ensures that necessary procedures are developed, implemented, maintained, and communicated to all stakeholders. Implements and oversees the Health and Safety Strategy, schedules, and determines the content of safety evaluations, tracks corrective and preventive measures, and offers assistance as required. Ensures that performance and quality of assigned QA/QC, CI, and Environmental/Safety functions align with established standards and regulatory guidelines to guarantee enduring customer satisfaction. Coordinates the collection of feedback regarding customer Corrective Action Responses (CAR). Collaborates directly with operational entities to ensure inspections, statistical process evaluations, and audits are conducted consistently to enforce requirements and meet specifications. Conducts and directs internal management evaluations, prepares formal evaluation reports, and establishes evaluation schedules. Fosters strong working relationships with Operational Managers, Functional Managers, and Site Managers, and engages in management processes. Maintains a professional rapport with clients, considering their feedback and expectations. Develops and mentors team members, identifying optimal methods for performance enhancement. Continuously assesses safety strategies, policies, and programs to ensure compliance with safety regulations and standards. Participates in safety evaluations, audits, and risk assessments. Ensures comprehensive employee safety training and education. Provides the leadership, vision, and resources necessary for an effective safety and health initiative. Performs other relevant duties as assigned.

Required Knowledge, Skills, and Abilities:

Proficient in personal computer usage, Windows Operating System, and Microsoft Office, including PowerPoint, Excel, and Word. Capable of effectively supervising and managing quality, environmental, health, and safety personnel. Ability to collaborate with personnel at all levels to manage the Quality Management Framework (QMF) efficiently. Extensive knowledge of QA/QC methodologies, management, and responsibilities. In-depth understanding of ISO 9001 standards, Lean Six Sigma, and continuous improvement methodologies. Additional knowledge/skills may be required based on specific assignments. Must possess authorization to work in the designated country.

Baseline Requirements:

A bachelor's degree plus 3 years of specialized experience, OR; An associate's degree plus 7 years of specialized experience, OR; A major certification plus 7 years of specialized experience, OR; 11 years of specialized experience.

Contractual Requirements:

Must be eligible to obtain and maintain a security clearance.

Quality Manager

5 years of experience in quality management. Certification: Lead Auditor Certification within the last 3 years meeting current ISO 9001 standards.

Safety Manager

Certification: Current Hazardous Waste Operations and Emergency Response (HAZWOPER) training certificate meeting regulatory requirements.

Work Environment, Physical and Mental Demands:

Living and working conditions at the assignment location may be remote and challenging. Extended hours, exposure to weather and hazardous conditions. Ability to travel domestically and internationally. Works in a standard office and maintenance shop or warehouse environment and may be required to work outdoors for extended periods. Required to wear appropriate Personal Protective Equipment (PPE) as per prescribed procedures and task requirements. Physically capable of performing all required duties; capable of lifting/pushing/pulling a minimum of 50 lbs.
