Telecommunications Specialist

We are seeking a highly skilled Telecommunications Specialist to join our team at U.S. Army Europe and Africa. As a Telecommunications Specialist, you will be responsible for conducting various electronic tests on circuit transmission paths, performing electrical tests on fiber optic cable and copper cable and wire lines, and determining the quality and serviceability of cable.

• Conduct electronic tests on circuit transmission paths and perform electrical tests on fiber optic cable and copper cable and wire lines.
• Determine the quality and serviceability of cable by measuring insulation resistance, capacitance, loop resistance, and attenuation of cable and wire pairs/conductors.
• Test circuits for quality and proper functioning by measuring signal to noise ratio, distortion, overall transmission loss, and determine causes of interference or malfunctions.
• Locate faults such as grounds, opens, crosses, and shorts, and establish calculations to determine the type of trouble.
• Instruct cable splicers, wire communication equipment installers, and supervisory personnel on the type, location, and extent of trouble or damage.
• Determine the type and amount of materials, tools, and equipment required to eliminate the trouble or damage.
• Perform pre-installation, intermediate, and final acceptance tests on cable/wire and associated facilities.
• Prepare, review, update, and analyze test records, cable plans, overlays, circuit diagrams, and other mission-related documents.
• Instruct assigned or attached personnel in the technical requirements of the job and mission orders, and ensure their familiarity and adherence to operating procedures, performance standards, and safety rules.

• Education and Training Level (E&T Level) I, IIA, IIIB, IIIC, IVD, and V (unrelated field of study) are not creditable.
• E&T Level IIB is creditable with a certificate of completion in telecommunications PLUS 3 years of job-related experience, with at least one year of experience comparable to the level of difficulty of the work at the ZB-5 or equivalent level.
• E&T Level IIIA is creditable with a certificate of completion in telecommunications PLUS 2 years of job-related experience, with at least one year of experience comparable to the level of difficulty of the work at the ZB-5 or equivalent level.
• E&T Level IVA is creditable with a certificate of completion in telecommunications PLUS 1 year of job-related experience, with at least one year of experience comparable to the level of difficulty of the work at the ZB-5 or equivalent level.
• E&T Level IVB and IVC are creditable with a certificate of completion in telecommunications or closely related to the position PLUS 1 year of job-related experience comparable to the level of difficulty of the ZB-5 or equivalent level.
• E&T Level V is creditable with completed studies in telecommunications or closely related to the position, with no additional experience required.
• Applicants must be in possession of a German driver's license class B.
• Office automation skills are required.
• English Language Proficiency level A2 and German Language Proficiency level C1 are required.

The incumbent of this position is occasionally required to perform TDY (Temporary Duty Travel) within Germany. On-Call duty is required. The position requires a high level of job security and attractive pay under German tariff agreements (CTA II; Protection Agreement).
