Budget Analyst (Financial Planning) Kaiserslautern, Germany Eligibility Criteria

Key Responsibilities

The incumbent will perform analytical, technical, and administrative functions to support routine budget development, presentation, and execution, along with associated financial management activities. Responsibilities include:

1. Assisting the Budget Team Lead and Director of Business Operations in financial management analysis related to program planning and execution.
2. Conducting monthly budget re-evaluations and preparing financial execution reports as required.
3. Certifying fund availability and entering commitment and obligation data into financial systems.
4. Preparing comprehensive budget estimates for all accounts within the programs.
5. Participating in meetings with finance leadership regarding budgetary issues.
6. Consolidating budget estimates for projected annual operating expenses and ensuring timely submissions from organizational elements.
7. Reviewing budget estimates to ensure compliance with established guidelines.
8. Developing segments of the budget and collaborating with supervisors to revise annual budget estimates for various support activities.
9. Conducting in-depth analyses of budget requests using techniques such as cost-benefit analysis and program trade-offs.
10. Advising program managers on the status and availability of funds and all aspects of the budget process.

Qualifications

Education & Training Levels:

- E&T Levels I and II: Not applicable for this position.
- E&T Level III A: Completed apprenticeship in a relevant commercial or administrative field, plus 1 year of related experience.
- E&T Level IIIB and IIIC: 1 year of relevant experience.
- E&T Level IVA: Completed apprenticeship in a relevant field; no additional experience required.
- E&T Level V: Completed studies in a related academic field; no additional experience required.

Job-Related Experience:
Experience that provides knowledge in budget formulation, consolidating budget estimates, and analyzing data related to funding levels. Experience as an Accounting or Budget Technician/Assistant with the U.S. Forces at the C-5 or higher grade is considered creditable experience.

Additional Information

The position may be filled at the C-5A or C-06 level, with potential for non-competitive promotion upon completion of required training. The incumbent may be required to perform duties within and outside Germany, including shift work and weekend assignments.
