Requirements for Employment

German citizenship as defined by Article 116 of the Basic Law or EU citizenship.

Must not have reached the age of 40 at the start of training.

  • General higher education entrance qualification or a valid equivalent qualification.
  • Recognized equivalent education as per the Vocational Education University Access Regulation.
  • Successful completion of the selection process.
  • Health suitability (following the successful completion of the selection process, a medical examination will be conducted).

Training Content and Progression
The dual study program typically commences on September 1st of each year, lasts for three years, and is conducted in a civil servant relationship.
The program is modular in structure and includes theoretical modules at the University of Police and Administration NRW in Hagen as well as practical modules within the Ennepe-Ruhr district administration.

Throughout the practical phase of the dual study program, you will complete four practical modules in the Ennepe-Ruhr district administration in the following areas:

  • Organization, Personnel Law, and Human Resource Management
  • Financial Management
  • Regulatory Administration
  • Performance Administration

After the third semester, you will engage in a project phase, where you will work intensively on a topic with your project group for nine weeks. Alternatively, you may have the opportunity to complete a semester abroad at a partner university.

In the final theoretical module, you will take elective modules in addition to the required subjects, allowing you to deepen your interests.

You will conclude with your Bachelor's thesis and the fifth practical module, the concluding module. Upon successful completion of your dual study program, you will typically be assigned to your future position.

The study content comprises 60% legal studies, 30% business studies, and 10% social sciences.

Trainee Compensation

Compensation is provided in the form of trainee allowances, which currently amount to €1,555.68 (projected as of February 2025) gross per month.

Selection Process
