**Duties**:

- Within the highly complex specialty areas, researches and analyzes issues, applies principles to sets of facts, develops legal positions as well as rationales for those positions.
- Provides administrative law advice and opinions to commanders and staff elements within the UMC-7ATC area of responsibility on a wide variety of administrative law matters
- Recommends appropriate action to approving authorities.
- Conducts legal research using agency directives and regulations (DoD Directives, ARs, CFR, COCOM, IMCOM and USAREUR controlling guidance), federal and state law, judicial and administrative opinions, memoranda, and staff papers for commanders/staff.
- Incumbent reviews reports of investigation and recommendations in administrative actions for legal sufficiency.
- Serves as the Labor Counselor for the 7ATC, including Deployed Areas, and U.S. Army Garrison ? Bavaria and U.S. Army Garrison ? Ansbach.
- Serves as the Attorney-Advisor within HQ, 7ATC, OSJA in all labor and civilian personnel law aspects of command actions.
- Assists General Officers assigned to UMC-7ATC to prepare annual public financial disclosure documents required by statute, including periodic STOCK Act reports as required.
- Assists other individuals who are assigned to positions that require them to submit annual confidential financial disclosure reports.
- Serves as the UMC-7ATC primary fiscal law expert, procurement law specialist, and procurement fraud advisor.
- Advises UMC-7ATC command group, staff agencies, and subordinate units on whether proposed expenditures, whether for procurement or for travel, comply with law, Government regulations, and case precedent.

- A two year trial/probationary period may be required.
- This position requires the incumbent to maintain active bar membership, in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico.

- Must obtain and maintain a no-fee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.

**Qualification Requirements**: The following minimum qualification requirements must be met before applicants are eligible for further consideration:
**Education Requirements**:Position requires the possession of the first professional law degree (LL.B. or J.D.)-
**Experience**: In addition to the requirements above, applicants for the GS-13 or equivalent Attorney positions must also possess 3 years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.**Time in Grade**: The Qualifying Authorities (QA's) will make a determination as to the applicability of time in grade based on the requirements of the position. If you are currently employed as an attorney by the Federal government you must have completed one year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade level as the position being filled.-
