arche noVa e.V. - Initiative for People in Need is an independent non-profit and non-governmental organisation (NGO) from Germany working primarily in the field of humanitarian aid, rehabilitation and development. Our focus is on water, sanitation and hygiene (WASH). arche noVa has been implementing projects for refugees and host communities in Northern Lebanon (governorates Bekaa, Akkar and North Lebanon) since 2015. For the implementation of arche noVa’s humanitarian and transitional assistance and development projects in the fields of WASH, food security & livelihoods and education in Lebanon we are looking for a

**Head of Programmes Lebanon (f/m/d)**:
The overall responsibilities of the Head of Programmes (HoP) include operational and project management, financial management, communication and representation of arche noVa to the local authorities and other local stakeholders.

Start: 01.10.2023

Duration: contract till 31.10.2025 with a 6 months probationary period and the possibility of extension, depending on availability of funding

**Your responsibilities**:
The duties include, but are not limited to the following:

- Leading in planning, implementation, management, monitoring and evaluation of project activities as well as impacts of the projects, in close cooperation with the Head of Mission (HoM) and headquarters (HQ)
- Lead the project managers in adopting sector proven best practices, research potential innovative programmatic approaches
- Direct line management and support for capacity strengthening and performance evaluations of programme team
- Support coordination exchange between project staff and staff of partner organisations on technical and programmatic issues
- Design of training and capacity development sessions and modalities to train implementation partners and programme department with regards to project content where suitable
- Plan and follow-up on the project activities according to the proposal and target milestones in cooperation with HoM
- Conduct regular field visits to ensure that services are provided and work is done according to the project planning, including budget monitoring and evaluation
- Ensure budget control in cooperation with the finance team and HoM
- Checking of financial documents, signing and authorizing contracts and payments accordingly in close cooperation with the HoM
- Support the organisation and monitoring of procurement within the project in coordination with the HoM, procurement officer and project managers
- Ensure compliance with arche noVa’s, donor and governmental rules and regulations
- Prepare reports (interim, final reports etc.) for donors, HQ and partners on time and in line with donor requirements in collaboration with HoM, programme and MEAL team
- Coordinate and contribute actively to the proposal writing for identified funding opportunities in close collaboration with HoM and DM, support the partner organisations in the development of project ideas, guide and support the programme team in proposal development, including assessments and analysis.
- In collaboration with the HoM, organise potential partner capacity assessments with local NGOs
- Provide PR department at HQ with relevant material for the visibility of the project and further fundraising
- Coordinate and link with partners, donors, stakeholders; proactively seek potential collaborations and funding opportunities
- Participate in organisational development as well as contribute to the arche noVa’s Lebanon country strategy as part of the country’s Senior Management Team
- Attend and co-lead Senior Management Team (SMT) Meetings and Projects Steering Committees.
- Act as interim Head of Mission in absence of HoM where required and assigned
- Attend and represent at meetings (cluster) and workshops of relevance to the country programme, including taking the place of HoM at key meetings when required.

**Your competences**:

- A relevant college or university degree and/or a relevant special vocational training showing a strong thematic background in WASH, agriculture or livelihoods;
- Minimum of 4 years demonstrated experience in humanitarian and/or development project management, with more than 2 years in a leading position
- Demonstrated experience and ability to effectively lead and develop an intercultural team
- Demonstrated experience in designing interventions to build community resilience: complex programme management in WASH, livelihoods, agriculture, Cash for Work, community engagement/ownership and resource mobilization in changing environments
- Demonstrated experience in conducting needs assessments, monitoring & evaluation of projects, writing project proposals and reports including budgets
- Demonstrated experience in implementing with local partner organizations
- Knowledge of donors (such as BMZ, LHF, ECHO, BPRM, etc.)
- Fluency in English (written and oral)
- Strong sense of accountability and cultural sensitivity
