Health Systems Specialist

**Duties**:
- Independently facilitates strategic planning, delivery and training as related to the Access to Care Team (ATC).
- Develop plans to ensure a full range of services are provided for all beneficiaries including specialized services and programs.
- Evaluate and respond to policy program initiatives in order to ensure cost effective strategies are implemented to effectively manage patient care.
- Perform business case analyses to support investment capital expenditures to recapture purchased healthcare.
- Foster partnerships with higher echelons and other organizations for resource sharing and other opportunities.
- Oversee work assignments and evaluate performance standards.

**Qualifications for the GS-11 grade level**:
**Specialized Experience**: One year of specialized experience which includes completing daily administrative operations for a Medical Treatment Facility such as assisting with access management, personnel management, safety, training, customer service, and/or information management. The OPM Qualification Standard provides the following examples: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

**Education**: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
**Combination of Education and Experience**: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level (GS-12), you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
