The European Secretariat of ICLEI - Local Governments for Sustainability offers an

The position of an **Expert, Resilience and Recovery** requires a background in urban or
regional planning, climate change adaptation and resilient development, disaster risk
reduction, crisis management and preparedness or intercultural communication. The
selected will be responsible for ICLEI Europe’s activities in implementing, researching for and
creating synergies across European projects on climate change adaptation and resilience,
disaster risk reduction, multi-hazard analysis and risk assessment, planning for green and
resilient recovery, organising online and face-to-face events and exchanges amongst local
governments and communities, with knowledge in stakeholders engagement qualitative
and quantitative data collection and analysis, and relevant technical experts in the field of
climate resilience, but also project management and implementing ICLEI’s work.
The Expert will be a staff member of ICLEI Europe’s team on Resilience and Climate
Adaptation. The selected Expert will be supervised by the responsible Head of the team.
**Tasks and responsibilities**:
- Proactive involvement in the planning and implementation of project tasks and
workflows of the team and together with external partners, cities and funders;
- Proactive involvement in the implementation of activities within ICLEI’s Ukraine Task Group;
organisation of meetings with partners and organisations, working in policy and solutions
development for the recovery of Ukrainian Cities, undertaking desk review for climate
resilience indicators, assessments and action planning studies, researching and creating
synergies between current EU and Global Resilience and Climate Adaptation initiatives;
- Strengthen ICLEI’s capacity at local, regional and provincial level in Ukraine to plan,
coordinate and implement project activities with Ukrainian cities (at ICLEI member or
project level);
- Fluent and adequate written and oral internal and external communication with
(project) partners and funders to ensure a smooth workflow on the operational side
whilst promoting and demonstrating the value of resilience, climate adaptation and
disaster risk reduction and its dimensions on the strategic side;
- Support to ICLEI Europe’s advocacy work on climate change adaptation and nature
- based solutions at European and global level with an additional focus on the Mission for
Adaptation to Climate Change and Societal Transformation, the Resilience and Recovery
Facility of the European Union, as well as the REPowerEU Plan and the EU Green Deal;
- General contribution to project and service implementation especially in processes
supporting local and regional governments to plan and realise resilience and recovery on the
ground and in post-war and post-conflict situations, as well as general administrative tasks;
- Development of agendas for and facilitating project-related meetings and other events
convening stakeholders from a wide range of organisations;
- Development of formats of exchange, evaluation, peer-learning and capacity-building
among cities and design and facilitation of creative workshops and events that
encourage participants to interact, learn and network;
- Regularly monitor the implementation of initiatives and activities within the ICLEI
Ukraine Task Group and make informed decision for timely adjustments;
