**Duties**:

- Execute highly specialized medical and/or long-term complex contracts that affect a wide range of procurement activities.
- Perform pre-award functions for specialized health care contracting, to include direct health care provider services, medical equipment and/or supplies, facility maintenance and environmental services contracts.
- Implement solutions to diverse, highly complex problems across multiple areas and disciplines.
- Evaluate cost and pricing data elements for major acquisitions.

**Conditions of Employment**:

- One year trial/probationary period may be required.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years, Practitioner Career Level Certification must be met within 5 years, and Advanced Career Level Certification must be met within 4 years.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.

**Qualifications**:
**Who May Apply**: US Citizens- **Basic Requirement for Contract Specialist**:

- **Degree**:Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
- OR
- **Exemption**:You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied NH (or equivalent)-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the NH (or equivalent)-1102 position on or before September 30, 2000.
- In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

- **Specialized Experience**:one year of specialized experience which includes: 1) planning, organizing, directing and evaluating the full range of contract and procurement programs; formulating policies and procedures; 2) executing, administering and modifying highly complex contracts; 3) informing and advising superiors on major contracting problems, negotiations, awards, and their impact on overall program; 4) AND developing and reviewing acquisition training plans and materials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, NH-02 (GS-11 equivalent grade).
- Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted.**Education**:
**Additional information**:

- Direct deposit of pay is required.
- U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
- If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
- If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
- Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
- Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
- Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
