in the Max Planck Research Group ENSURE led by
Dr Carolyn Moser

European security - and European integration more broadly - is currently undergoing massive upheaval, not least since the war in Ukraine. In response to these profound geopolitical changes, the law and governance of a whole range of security and defence-related matters in Europe are being adapted, in some cases very comprehensively, to meet the new realities. These significant transformations relate to actors and their prerogatives, the presence or absence of accountability mechanisms, decision-making and regulatory modalities, financial arrangements and industrial support, international cooperation and partnerships, as well as strategic objectives and political means. The aim of the Max Planck Research Group ENSURE (European Security Revisited) is to explore and critically assess the manifestly substantial reshaping of law and governance triggered by this geopolitical adjustment. To this end, the group examines altering conceptual and strategic foundations, studies (new) actors and how they can be held to account, and explores how regulatory modalities and policy instruments change across policy areas that are likely to be central to European security and strategic autonomy (e.g., defence, cyber, energy).

Job description

Profile and requirements

A completed PhD in law (ideally related to the research topic of the group) | Publication record commensurate with the level of the position | Outstanding analytical and writing skills | Excellent command of written and spoken English; command of German or French is an advantage | Versatile team player, able to handle deadlines | Experience with comparative (constitutional) law methods is a plus.
