**Position Location**: Berlin, Germany

**Project Summary**: NEA/AC Supporting Local Governance and Essential Services project aims to strengthen the capacity of Syrian local governance actors to serve Syrian citizens in improving the quality, reliability, and equity of essential services to give Syrians hope for a better future. Special attention should be paid to identifying interventions that make civic councils more inclusive and representative while enabling them to demonstrate accountability and transparency to the communities they serve. Programming should broadly focus on strengthening local governance actors’ capacity to deliver essential services in northeast and possibly northwest Syria through subawards to these actors.

**Position Summary**: Creative Associates seeks a Team Lead to support efforts strengthening the capacity of local governance actors to serve Syrian citizens by improving essential service delivery to Syrians. S/he will oversee a project team based out of Berlin and will oversee day-to-day implementation of activities including but not limited to: 1.) strengthening the capacity of local councils to coordinate and deliver responsive and equitable services; 2.) working with local governance actors to find alternative and sustainable forms of funding; 3.) and supporting and facilitating local councils in their role in peaceful coexistence through community reintegration efforts

S/he will oversee engagement and coordination with NEA/AC and manage the coordination and compliance-related items, as well as the planning, delivery, and reporting for the project. The Team Lead will have a good working knowledge of NEA rules and regulations; a technical background in local governance and service delivery is a plus.

**Reporting & Supervision**: The Team Lead will report to the HO-based Syria Project Director and will manage a team including program coordinators, field officers, and office staff.

- Coordinates with the sub-grantee and strengthens their capacity to implement interventions in coordination with local governance actors;
- Lead in the development of program work plans to ensure progress towards program objectives;
- Oversee NEA/AC compliance-related and vetting requirements in Y1 in accordance with NEA/AC’s rules and regulations;
- Work with the subgrantee to develop project ideas and liaise with local governance actors about local circumstances and context to inform programming;
- Provide technical oversight and input into activities development and implementation.
- Help identify appropriate STTA support for coalition and capacity building efforts;
- Support program-wide budget and program activity management, including tracking activity development, implementation, and disbursements;
**Program Representation**
- Overall management of the in-country relationship with the donor’s designated points of contact;
- Work with the implementation coordinator and subgrantee to maintain effective relationships with key local governance actors;
- Lead program team efforts to engage and communicate with local governance actors and CSOs;
- Represent the program and Creative at program-related events and activities;

**Reporting**
- Analyze program and other research findings to inform program and activity design;
- Work closely with the Monitoring and Evaluation and Reporting Manager to ensure research and reporting inputs for reporting deliverables are provided in a timely manner;
- Contribute to the project’s weekly, quarterly, and final reports submitted to donors as required.
- Respond to requests from the client agency and supervisors as needed; and

Qualifications:
**Required Skills & Qualifications**:

- Master or bachelor’s degree in a relevant field;
- Knowledge of Syria conflict dynamics, local governance, and service delivery preferred;
- A minimum of eight-ten (8-10) years of work experience in development work or international project management;
- Experience liaising with international officials and donor organizations;
- Strong analytical, organizational and communications capacity;
- Proven record of quality and accountability in managing activities through local partners and diverse stakeholders;
