**Duties**:

- Provides the overall systems engineering and technical integration for the planning, development, acquisition, and implementation cycle for DoDIN-A deployed network transport systems requirements in their specialty area.
- Performs IT Project Management to deliver information technology products, services, or systems in support of NETCOM-Europe customers in the European theater.
- Responsible for all aspects of the project such as the project charter, statement of work, work breakdown structure, communication plan, change management plan, risk management plan, and project management plan.
- Enters all major phases and milestones of the IT project into a project server and ensures the data is kept up to date.
- Performs critical analysis concerning engineering and implementation of specialty area systems.
- Provides NETCOM-Europe with exceptional technical expertise, advice, guidance, and hands-on skills for preparation of information systems plans, system design plans, and specifications for major Army and DoD programs/projects in their specialty area.

- Three year trial/probationary period may be required.
- Must be able to obtain and maintain a TOP SECRET security clearance based on a T5 background investigation with eligibility for Sensitive Compartmented Information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- As per AR 25-2, this position is designated IT-1 and must undergo an SSBI security investigation.
- This position is designated as a DoD 8570-01-M Information Assurance Technical Level II (or greater) and requires specific certifications be obtained within 6 months of appointment.
- TDY is approximately 25%.
- Current DoD Employees: If a current permanent CES employee, you shall be granted administrative return rights. If not a current permanent CES employee, you may be granted administrative return rights if agreed to by your CONUS organization.
- In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230.
- This position requires the incumbent to possess, or obtain and maintain, a valid regular or official U.S. Passport.

Specialized experience would be demonstrated by (1) Researching and developing network technical concept papers or guides; (2) performing as Information Technology project manager; (3) providing technical guidance to develop project scope/project plans and coordinating project activities accordance with current policies and regulations; (4) briefing senior management on project milestones or reviews; (5) developing technical solutions in response to customer Wide Area Networking (WAN) requirements; and (6) providing Tier 3 support for a WAN and configuring network devices.
- The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
