Attorney-adviser (General)

**Duties**:

- Renders opinions on legal propriety of proposed courses of action, and advises on alternatives, considering not only legal factors but also the desires of appropriate Army officials and effective mission accomplishment.
- Responsible for or assists in planning and production of USAREUR-AF Administrative Law Continuing Legal Education Course, Legal Assistance Continuing Legal Education Course, or other attorney/paralegal training.
- Provides oral and written advice concerning civilian personnel law, employment discrimination law, adverse actions and issues related to overseas benefits and allowances.
- Reviews proposed activity regulations for legal sufficiency and impact on other regulations, and on programs, procedures and methods of operation.
- Serves as HQ USAREUR ethics counselor, advising Command and staff on topics including but not limited to use of government resources, acceptance of gifts, post government employment and financial disclosure management.
- Monitors the ethics program and ethics training within his/her area of responsibility.
- Advises on, and clarifies laws, regulations, policies and rules dealing with standards of conduct and conflicts of interest as prescribed in the Office of Government Ethics (OGE) and DoD Joint Ethics Regulation, underlying statutes, and case law.
- Provides expert advice, training, and ethics opinions to government employees.

- A two year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for access for the duration of employment.
- This position requires the incumbent to maintain active bar membership, in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico.
- This position is considered Emergency-Essential (E-E) in support of the Army?s mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide. Must sign DD Form 2365.
- A family care plan is required for single parents of families where both parents are emergency essential, including where one parent is in the military.
- Must be able to participate in readiness exercises.
- Immunizations are required for this position.
- A Physical is required. for this position.
- Must obtain and maintain a no-fee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.

**Qualification Requirements**: The following minimum qualification requirements must be met before applicants are eligible for further consideration:
**Education Requirements**:Position requires the possession of the first professional law degree (LL.B. or J.D.)-
**Experience**: In addition to the requirements above, applicants for the GS-03 or equivalent Attorney positions must also possess 03 years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.**Time in Grade**: The Qualifying Authorities (QA's) will make a determination as to the applicability of time in grade based on the requirements of the position. If you are currently employed as an attorney by the Federal government you must have completed one year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade level as the position being filled.-
