**Duties**:
- Serves as the Labor Counselor for the 7ATC, including Deployed Areas, and U.S. Army Garrison-Bavaria and U.S. Army Garrison-Ansbach.
- Serves as the Attorney-Advisor within HQ, 7ATC, OSJA in all labor and civilian personnel law aspects of command actions.
- Incumbent applies in-depth knowledge of the law of Federal employment, labor law, the law of employment discrimination, regulations, policies, procedures, and case law in rendering legal advice and opinions.
- Provides legal advice, both oral and written to officials at the highest level within the 7ATC on command wide policy, programs, and procedures in the area of law of Federal civilian employment, employment discrimination law and labor relations law.
- Advises managers and supervisors on informal resolution of complaints and appeals and providing advice to line management and installation EEO Officers on resolving informal discrimination complaints and requests for reasonable accommodation.
- Represents DA/field agencies as a trial attorney before investigators and administrative judges from various agencies, including the Merit Systems Protection Board and the Equal Employment Opportunity Commission.
- Cases may involve union/employee grievances on a wide variety of topics, adverse actions, reductions in force and employment discrimination.
- Prepares and presents briefs on factual and legal issues, including motions, requests for admissions and discovery, subpoenas and other proceedings.
- Provides direct support to HQDA litigation attorneys on cases that are subsequently litigated in Federal court.
- Provides administrative law advice and opinions to commanders and staff elements within the 7ATC area of responsibility on a wide variety of administrative law matters and recommends appropriate action to approving authorities.
- Assists General Officers assigned to UMC-7ATC to prepare annual public financial disclosure documents required by statute, including periodic STOCK Act reports as required.
- Assists other individuals who are assigned to positions that require them to submit annual confidential financial disclosure reports.
- Responsible for submitting annual ethics report to higher headquarters and collecting data for that report from subordinate law centers and from serviced units as well as UMC-7ATC.
- Incumbent provides required annual ethics training to members of command and is responsible for supervising subordinate offices to insure that all covered individuals receive annual ethics training.
- Serves as the UMC-7ATC primary fiscal law expert, procurement law specialist, and procurement fraud advisor.
- Reviews purchase requests and commitments for compliance with fiscal law and contract rules.

- A two-year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for access for the duration of employment.
- This position requires the incumbent to maintain active bar membership, in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico.
- Must obtain and maintain a no-fee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.

**Education Requirements**:Position requires the possession of the first professional law degree (LL.B. or J.D.)-
**Experience**: In addition to the requirements above, applicants for the GS-13 or equivalent Attorney positions must also possess two years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.**Time in Grade**: The Qualifying Authorities (QA's) will make a determination as to the applicability of time in grade based on the requirements of the position. If you are currently employed as an attorney by the Federal government you must have completed one year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade level as the position being filled.-
