**Project Summary**:
Creative Associates seeks a Senior Human Resources Coordinator for a US Department of State-funded program based in Berlin, Germany that supports local governance and community policing in Northeast Syria.

**Reporting & Supervision**:
This position reports to the Deputy Chief of Party - Operations and works closely with the Chief of Party

Tasks

**Primary Responsibilities**:
The Senior Human Resources Coordinator is a full-time position that supports HR practices and objectives and in compliance with German regulations, to provide a high-performance team culture that emphasizes performance management, supports the recruitment of project staff, in accordance with German legal requirements. The Senior HR Coordinator is responsible for the maintenance of processes and metrics that support the achievement of the project’s goals as well as Creative and donor/client human resources policies, procedures, and regulations and employee engagement.

**Specific Objectives**:

- Leads HR office operations ensuring compliance with German labor law, as well as Creative and client HR rules and regulations in coordination with Senior Management. This includes the following employee related transactions: monthly payroll process for both local and expat hires, compensation and documentation related issues such as vacation, sick leave, maternity and non-paid leave requests and records, and other related labor law issues as requested.
- Proactively identifies potential HR issues, and proposes solutions to the Chief of Party (COP) and DCOP-Operations.
- Ensures Creative is operating in compliance with German Labor Law, and stays current with changes to German Labor Law that may affect Creative.
- Responsible for coordinating staff trainings on HR rights and responsibilities and establishing staff development plans based on staff appraisals and evaluations. Provides information and support to project staff regarding HR policies and procedures.
- Prepares and issues new contracts, contract amendments (extensions, salary/title changes, full time/part time, etc.) as well as other HR related documents such as references, employment confirmation letters.
- Collaborates when requested in onboarding/orientation of new project hires.
- Manages employee benefits enrollment and ensures all inquiries and challenges faced by employees are handled; ensures all information for new employees is uploaded onto the company online document control system for Human Resources.
- Receives and logs various grievances or complaints from employees; elevates to COP and DCOP-Operations for review as needed.
- Updates personnel files and other related HR documents including employment agreements, amendments, time sheets, calendar holidays and leaves.
- Ensures backend documentation and supporting memos are completed and saved in employees’ HR folders as relevant
- Provides program staff with support on employment agreement mechanisms used and visa and legal processes.
- Serves as point of contact for payroll company for everything related to Human Resources, salary processing, and completion of official documents.
- Serves as point of contact for visa agency.
- Provides program leadership with information on the legal operating environment Germany, and any changes that might affect Creative Associates International Deutschland GmbH.
- Conducts desk research on German legal requirements as needed before Creative engages with Legal Counsel to understand the legal operating environment in Germany.
- Assists with Operations in Berlin including communications with vendors and landlords, submitting payment packages to finance, and other minor ad hoc operations tasks.
- Identifies professional development opportunities for staff and oversees the assignment of staff required trainings.
- Perform other duties as assigned.

- Bachelor’s degree in human resources, business administration or a related field is required.
- At least 5 years of prior work experience.
- At least 3 years of direct HR experience.
- Excellent record keeping and documentation skills.
- Familiarity with timekeeping and reporting requirements under US Government contracting requirements.
- Knowledge and experience with German labor law.
- Demonstrated experience with operations in Germany.
- Proficiency with Microsoft Office.
- Verbal and written working proficiency in English and German.
- Work eligibility in Germany/EU required.
