Expertise France est l’agence publique de conception et de mise en œuvre de projets internationaux de coopération technique. L’agence intervient autour de quatre axes prioritaires:

- gouvernance démocratique, économique et financière ;
- paix, stabilité et sécurité ;
- climat, agriculture et développement durable ;
- santé et développement humain.

Dans ces domaines, Expertise France assure des missions d’ingénierie et de mise en œuvre de projets de renforcement des capacités, mobilise de l’expertise technique et joue un rôle d’ensemblier de projets faisant intervenir de l’expertise publique et des savoir-faire privés.

**Descriptif de la mission**:
En lien avec les acteurs européens appropriés, notamment français et allemand, l’ETI travaillera sur des projets de recherche relatifs notamment aux enjeux stratégiques de la relation entre l’Union européenne et l’Afrique, avec un focus sur l’Afrique de l’Ouest et le Sahel. L’ETI devra produire un travail d’analyse personnel sur des sujets politiques et de sécurité, notamment en lien avec la politique européenne de sécurité et de défense en Afrique. Le travail de l’ETI sera défini dans le cadre d’un document interne à l’ECFR (policy brief proposal) développé entre le chercheur, le directeur de programme et le directeur de recherche.

**Principales tâches et résultats attendues**:
Outre ses productions écrites (notes de politique générale, commentaires publics, note privée), l’ETI travaillera à : 1/ élaborer des recommandations opérationnelles à l’usage des décideurs et des diplomates européens sur ces enjeux ; 2/ animer des rencontres et échanges et rencontres (entretiens, conférences, ateliers) entre acteurs appropriés, notamment français, allemands, et africains. L'ETI devra organiser et accueillir des événements politiques (policy events). Cela implique un réseau suffisamment développé parmi les décideurs politiques (français, allemands, européens et africains) autour des sujets identifiés et les compétences pour modérer une discussion politique professionnelle. L'ECFR fournira une assistance pour la logistique et la conceptualisation du travail de l'ETI, mais c'est l'ETI qui est le moteur ; 3/ contribuer au débat d’idées européen, y compris par des interventions dans les médias et sur les réseaux sociaux, des publications dans les revues spécialisées et la participation à des événements (colloques, conférences ) portant sur la relation franco-allemande, la politique européenne de sécurité et de défense et l’Afrique.

**Descriptif du projet** : le programme Afrique est le plus récent de l’ECFR, un think tank pan-européen spécialisé sur la politique étrangère des Européens, et est basé à Berlin depuis sa création il y a trois ans. Il participe aux débats européens (dont allemands) sur les relations entre l'Afrique (et l’Union africaine) et l'Union européenne et au développement d’initiatives, d’outils et stratégies politiques européennes. Le programme se concentre notamment sur deux régions (Sahel, Corne de l'Afrique) et aborde les thématiques transversales (climat, économie, énergie, etc).

**Descriptif de la structure d’accueil **:Bureau de Berlin de l’European Council for Foreign Relations (ECFR)

L’ECFR est un groupe de réflexion paneuropéen ayant des bureaux dans sept capitales européennes (dont Paris). Think-tank de qualité et reconnu à Berlin comme en Europe, il vise à apporter une perspective paneuropéenne aux discours sur la sécurité nationale et la politique étrangère et à promouvoir la cohérence de la politique étrangère européenne. Avec son conseil de plus de 250 membres et personnalités qualifiées, et ses divers programmes de recherche, l'ECFR permet de rassembler des acteurs influents et faire des propositions « policy-oriented » dans l’objectif d’une meilleure coordination et intégration européennes sur des sujets majeurs. Le bureau de Berlin est actuellement le plus grand bureau national de l'ECFR et est dirigé par Jana Puglierin.

L’ETI travaillera comme chercheur (policy fellow) dans le programme Afrique de l’ECFR, sous l’autorité de son directeur Theodore Murphy.

Le bureau de Berlin est composé d’environ 25 personnes. Le programme Afrique comprend environ 9 personnes (chercheurs invités inclus) dont un chercheur basé au bureau de Paris.

**Qualifications** : formation supérieure au moins de niveau master, Sciences Po ou grande école. Maitrise de l’anglais indispensable et de l’allemand (C1) souhaité.
