**Duties**:
As a TELECOMMUNICATIONS SPECIALIST at the GS-0391-12 some of your typical work assignments may include:
- Responsibility for the efficient and cost effective purchasing in support of operation, maintenance, sustainment, and survivability of the regional infrastructure, associated broadcast equipment, broadcast software, systems and related equipment, administrative telecommunications, and messaging in support
- Planning, monitoring, and coordinating system cradle-to-grave life cycle functions
- Serving as the Contracting Officer's technical representative on major system acquisitions and provides technical guidance and assistance
- Prioritizing and assigning work to be accomplished by assigned subordinates
- Planning, organizing, coordinating, and managing acquisition of broadcast and telecommunications assets
- Serving as a senior technical advisor to functional users
**This position is designated as emergency essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent, or the designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position is designated "key," which requires the incumbent, or designated alternate, to be screened from military recall**.

- Initial Overseas Tour Of Duty 36 months is required
- The employee must possess a valid U.S. driver's license and be able to obtain and maintain a Certificate of License to operate a U.S. Government vehicle (GOV).
- IAW DoD 8570.01-M, the incumbent must be able to obtain an IAT Level II certification within six months of the start of employment and must maintain that certification.
- Position is designated as a Key and Essential Billet and cannot be vacated during a national emergency. In event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority
- IAW DoD 8570.01-M, the incumbent must hold applicable Computing Environment (CE) Certification. Failure to obtain and maintain certification is grounds for removal and immediate Tour Curtailment
- Must be able to pass pre-employment drug test and periodic testing thereafter, if required
- The employee must be willing and able to work overtime/compensatory time, evenings, weekends and federal holidays.

- A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
- Facilitating, planning, designing, and implementing telecommunication systems and managing acquisition of broadcast and telecommunications assets;
- Conducting in-depth systems analysis of existing systems and systems components; and
- Preparing technical specifications and supporting documentation which are incorporated into contracts and purchase orders.
- Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience._
**Education**
Undergraduate and Graduate Education: Major study - electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
- Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.**_OR_**
