Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany. AND EXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Serves as a Transportation Assistant responsible for effecting shipments of general freight, or special security-risk materials. Responsible for performing a wide range of technical duties associated with the shipment, storage and / or disposition of inbound / outbound personal property shipments. In these capacities, the incumbent performs one or more of the following : Selects the appropriate carrier and mode and makes necessary arrangements for shipments, considering such matters as availability of thorough routes, carries operating rights, comparability of costs, relative priority of the shipment, and need for special handling facilities. Reviews the size or weight of items in shipments to determine whether or not a particular handling, packing, loading, or carrier equipment is required, i.e., open-top conveyance for loading by crane, temperature-controlled equipment, or security control. Authorizes commodities in shipments for such transit privileges as stop-off, storage-in-transit, or other en-route transportation services. Initiates the billing process to provide various shipment documents for commercial and governmental modes and carrier containing approximate costs, routes, and services. Provides for various shipment material characteristics such as size, shape, weight, packing requirements, compatibility for consolidation, whether or not the materials knocked down or set up skidded, palletized, nested, loose, packaged in barrels, boxes, crates, new or used. Contacts the carrier to arrange pick-up of the shipments as well as for the use of special facilities and services as may be required. Counsels individuals on travel / storage authorizations to elicit needs and services desired, determines the quantity and types of property involved, and explains the extent of entitlements, within time and weight options, to ship or store at government or personal expense. Explains temporary or non-temporary storage entitlements, conditions which may generate excess cost and lead to a payroll deduction (particularly conditions involving separation from service or relief from active duty), and services that will or will not be provided by the carrier at origin and destination points. Provides advice on insurance requirements covering property being transported or stored. Counsels individuals as to the advisability of shipping separately such items as furs, jewelry, expensive cameras, art objects, silverware, and hobby items; advises as to full value insurance which may be obtained from carriers at fees to be paid by individuals. Advises as to weight restrictions which exist in overseas areas due to government housing limitations. When allowance is exceeded, computes overweight and initiates notification to service member and selected contractor. In cases of extension of government paid storage privileges in consonance with a change in entitlement, initiates the prescribed amendments and processes the required documentation. Informs individuals as to items that they may not ship as personal property at government expense. Determines the most efficient and economical rates and routes for shipment of household goods, unaccompanied baggage, personal effects and / or mobile homes. Shipments are made worldwide and regularly via any or all modes of transportation (and combination thereof) and by commercial van and container methods. Selects carrier and assigns shipment codes. Distributes household goods tonnage to lowest cost carrier. Ensures primary carrier receives proper percentage and other carriers receive the remaining tonnage equally. Posts changes of rating and status of carriers to Traffic Distribution Records (TDR). Posts and aligns TDR cards in order of rate levels established by the rate analysis and then by amount of tonnage under the Carrier Evaluation Reporting System (CERS). Contacts MTMC for a carrier and rate when rate for shipment is not available. Posts carrier suspensions, reinstatements, nonusers, and disqualifications to all TDR cards and to the Military Rate Tenders Routes. Routes overseas household goods IAW the International Thru Government Bill of Lading (ITGBL) Program based on lowest cost. Compares ITGBL modes and Direct Procurement Method (DPM) modes, based on cost factors such as packing, crating, accessorial, line haul to post handling, and air or water transportation by military or commercial airlines to overseas destination. Maintains separate TDRs for interstate, intrastate and local drayage moves. Receives and reviews advance shipping documents to determine appropriate arrangements and disposition. Contacts and counsels individuals regarding inbound entitlements authorized such as temporary storage, local delivery limits, and claim procedures to recover losses for damaged or lost household good items. Coordinates and arranges disposition of inbound personal property shipment (household goods, unaccompanied baggage, mobile homes, and privately owned vehicles). As appropriate, authorizes and arranges placement of property into temporary storage (Storage in Transit [SIT]). Maintains suspense on each SIT lot to inform owners of expiration date for storage at government expense. Obtains authorization for withdrawal of property from storage or for extending storage. Arranges for storage of household goods incident to assignment to, from, and between living quarters. Administers classroom driver testing examinations to U.S. and non U.S. citizen personnel to determine their knowledge of traffic regulation and signs, using a standard written test. Evaluates test results and initiates " Drivers Qualification Record". Completes authentication of forms for operator license and operator permits, or reject applications not meeting minimum qualification requirements. Receives, logs, safeguards and issues private motor vehicle operators licenses. Receives files and holds equipment operator's qualification record until minimum qualifications are met. Safeguard test materials. Performs other duties as assigned. Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have 2 additional years of creditable experience as described in A below. E&T Level II : 1 year of creditable experience as defined in A below PLUS 1 year of experience as defined in B below. E&T Level III and above : No additional experience required. Current employees who have served one year in the same or similar occupation are qualified for the next higher grade. Experience A : Included clerical work in an office or store, working with computers, bookkeeping, making and recording inventories, telephone marketing, arranging for events or as a cashier, etc. Experience B : Experience in the same or similar line of work as the job for which considered. The experience must demonstrate that the applicant possesses the particular knowledge, skills and abilities required in the position. The predominant experience must have been gained at a comparable level of difficulty to the position to be filled. Office automation skills are required.
