Summary About the Position:
This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S.

Responsibilities Ensures Commander, staff, subordinate organizations and Intelligence Contingency Funds (ICF) users understand and implement current updates in statutory and regulatory guidance and directives.

Leads, manages, inspects, plans, budgets, actions, and monitors ICF activities as a Deputy Disbursing Officer (DDO) for all subordinate elements.

Maintains familiarity with on-going changes in HQDA and DoD Financial Management guidance for publications. Integrates projections of fund availability and financial management considerations with current program financial strategies. Formulate and revise the annual budget estimates to meet yearly budgetary requirements. Monitor the use and rate of expenditure of budgeted funds through continuing dialogue with management and their staff. Report variations in excess of accepted funding limitations and recommend alternate courses of action. Maintain records of budget commitments, obligations, and expenditures. Collect and analyze financial data.

You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience equivalent to the GG/GS-[11] that prepared you to do this job.

Specialize experience is defined and experience which includes performing budget analysis, including formulation, justification, presentation and/or execution of a portion of an organization's budget; performing budget administration duties which facilitate review and analysis functions; and preparing budget estimates/review budget justifications for support activities.

This definition of specialize experience is typical of work performed at the next lower grade/level in the Federal service.

You will be evaluated on the basis of your level of competency in the following areas:

Budget Administration Budget Execution Budget Formulation, Justification, and Presentation Financial Management Systems Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

On this overseas accompanied tour, medical and DoDDS special education services may not be available in the immediate location of this position.

In the overseas areas, access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.

Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage.
