Administers the garrison overall budgetary management system.

Develops a system to review and monitor budget execution (i.e., obligations and expenditures) of a budget with different sources and types of funding (to include both direct and reimbursable funding from several appropriations).

Interprets budgetary policies, guidance, and procedures issued by higher headquarters, Office of Management and Budget (OMB), and Congress and independently develops and issues subsequent policies/guidance for use within the garrison.

Develops and issues local guidance/procedural instructions and provides advice to garrison managers during the formulation of the annual budget estimates for the budget year and out-years.

Presents and defends the garrison's budget estimates to fund reviewing and granting authorities in higher headquarters.
Plans work to be accomplished by budget analyst and supporting personnel, setting priorities and scheduling completion.
Resolves simple, informal complaints and refers others to the supervisor.

Allocates fund to individual activities/functional areas based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding.
