Summary About the Position:
This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S.

Code, Title 10, as well as Department of Defense Instruction This position is located at the ST-IC-W2UGAA HQ US EUROPEAN COMMAND HQ US EUROPEAN COMMAND, SPECIALOPERATIONS COMMAND EUROPE, STUTTGART GM.

Responsibilities Address issues and provides recommendations regarding post-collection processing, exploitation, and dissemination (PED).

Establish direct liaison and coordinates with national, theater, service-specific, allied/partner, and other organizations/units to ensure Command collection and production requirements are satisfactorily processed and satisfied.

Develop, plans, supports, and/or provides guidance, assistance, and oversight on all collection and production management functions, projects, and activities.

Serve as Collections Requirement Manager within the Intelligence Directorate (J2) for a Theater Special Operations Command (TSOC), Special Operations Command Europe (SOCEUR).

Ensure the successful development and management of innovative all source collection plans and strategies in response to national or theater time-sensitive contingency requirements.

Responsible for collection related issues for routine, contingency, special access program, and compartmented projects, operations, and exercises.

To qualify based on your experience, your resume must describe at least one year of experience equivalent to the GG/GS-[12] that prepared you to do this job.

Specialize experience is defined and experience which includes experience with executing multi-discipline intelligence collection requirements; and experience in developing collection and production management strategies to address intelligence collection needs.

This definition of specialize experience is typical of work performed at the next lower grade/level in the Federal service. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations.

This experience should have included intelligence analysis and/or production, intelligence collection and/or operations directly related to the position to be filled.

This experience should demonstrate:

Broad knowledge of national intelligence collection, processing, and dissemination systems; Knowledge to use the national level SIGINT, HUMINT, IMINT, and MASINT collection requirements management system; Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

You will be evaluated on the basis of your level of competency in the following areas:

Collection Operations Collections Management Oral Communication This position is considered Emergency-Essential (E-E) in support of the Army's mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.

The incumbent must sign DD Form 2365, stating as a condition of employment, the conditions described above and the requirement to maintain certain levels of medical, including the anthrax vaccination; security; performance; conduct; and overall fitness that make them suitable for assignment to an austere and stressful combat environment is understood.

A family care plan is required for single parents or families where both parents are emergency essential, including situations where one parent is in the military.

Failure to perform the duties of this position in an emergency may result in appropriate action - defined as separation for the efficiency of the Federal service under the procedures contained in 5 CFR 752.

Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.

Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location.
