Formulate and justify a major segment of the District budget.Execute the District budget; identify and analyze trends in receipts, obligations, and expenditures.Compare the actual performance to the approved budget plan, and identification of variances.Identify and analyze cost-benefit relationships between the District's budget and administrative programs to develop multi-year budget plans and forecasts.Provide budget advice and guidance to the DSO, managers, and subordinate school principals on budgetary matters.Recommend alternatives to accomplish management objectives within funding constraints.Provide training to bookkeepers, fund custodians, and administrators on the regulatory requirements of the Student Activity Funds program.Monitor budget levels to ensure legal/efficient use of funding.Requirements Conditions of EmploymentMale applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.Proof of U.S. Citizenship required.Direct deposit of pay is required.One trial or probationary period may be required.Appointment subject to a suitability/fitness determination, as determined by a background investigation.You may be required to sign a transportation agreement.Must be able to satisfy the requirements of the 26JUL12 DODI V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

For GS-09 Specialized Experience: One year of specialized experience which includes formulating a budget, providing guidance on budgetary matters and preparing financial reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, political science, finance, public administration, economics or statistics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

For GS-11 Specialized Experience: One year of specialized experience which includes formulating a budget, providing guidance on budgetary matters, analyzing trends in receipts, obligations, or expenditures, and preparing financial reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, political science, finance, public administration, economics or statistics.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
