Civilian Personnel Management System:
Employment in Foreign Areas and Employee Return Rights. Visit the Wiesbaden Army Community website at for local garrison support and for city plans and attraction. Responsibilities Serve as Chief Program Analyst in the Programs Management Branch for assigned programs. Supervise activities of approx. 5 program analysts (GS12 or GS11 equivalent), to ensure uniformity of methods and analysis.

Provide Financial Management and Analysis support to Military Construction Programs, Operation and Maintenance stakeholders , and International and Interagency programs .

POC with Project Management, Engineering and Construction, Contracting, Resource Management (RM) and other staff elements on financial matters, related to the execution of design and construction projects over the entirety of the project life cycle.

Develop internal financial controls and procedures for subordinate analyst to follow in receiving, committing, obligating and expending funds allocated to the district and monitors compliance.

Analyze HQ USACE general programming and budgetary guidance. Develop and maintain funding requirements in coordination with Life Cycle Project Management (LCPM) on one or more programs.

Identify and propose solutions to national level program management problems and develop new approaches or changes to the budget guidance for modifying the future years program actions and goals.

Specialized Experience:
One year of specialized experience which includes: 1) Reviewing and analyzing authorizations/appropriations to ensure that funds requests and use of funds are in compliance with governing regulations and procedures; AND 2) Monitoring work estimates and allocated funds to ensure adequate funding; AND 3) Reviewing financial status of programs to make comparative analyses.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Grade Requirement:

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Selectees initially recruited from the United States may receive certain foreign area benefits such as:
Living Quarters Allowance (LQA) or government quarters, home leave, etc. (Subject to approval) Selectees recruited outside the U.S. will have their eligibility for foreign area benefits determined at the time of hire. Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI volume 1250.

For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
