Das Evangelische Werk für Diakonie und Entwicklung e. V. (EWDE) mit Sitz in Berlin vereint seit 2012 Entwicklungszusammenarbeit, Katastrophenhilfe und bundesweite diakonische Arbeit. Mit seinen rund 850 Mitarbeitenden führt der Verein die drei Marken: Diakonie Deutschland, den evangelischen Spitzenverband der freien Wohlfahrtspflege, das Entwicklungswerk Brot für die Welt (BfdW) und die Nothilfe-Organisation Diakonie Katastrophenhilfe.
Gemeinsam mit Partnern im In- und Ausland wirkt das EWDE der weltweit wachsenden sozialen Ungleichheit und Exklusion entgegen. Dabei richten sich praktische und politische Bemühungen zur Armutsbekämpfung und humanitären Hilfe insbesondere auf die Verbesserung der Lebenssituation und die Partizipation der ärmsten, marginalisierten und ausgeschlossenen Bevölkerungsgruppen und Regionen. Neben finanzieller Förderung vermittelt das Werk Fachkräfte und Freiwillige an die Partnerorganisationen, vergibt Stipendien und berät sie u.a. über lokale Beratungsfirmen. In Not- und Konfliktsituationen und in Ländern mit schwacher oder nicht mehr vorhandener Staatlichkeit steht das EWDE den Partnern mit Förderinstrumenten und mit politischer Lobbyarbeit für humanitäre Hilfe und für nicht-militärische Lösungen bei. Die Diakonie Katastrophenhilfe und Brot für die Welt setzen als Werke das Mandat für humanitäre Hilfe und der Entwicklungszusammenarbeit auf Basis einer christlichen Weltanschauung und im Einklang mit dem Verhaltenskodex für humanitäre Hilfe in verantwortungsvoller Weise um und verbinden diese mit der nachhaltigen Entwicklungsarbeit im Haus. Die Arbeit in Krisenregionen ist mit teils signifikanten Risiken für Leib, Leben und Gesundheit und mit allgemeinen und individuellen Notsituationen von fürsorgeberechtigten Anspruchsgruppen (z.B. Umgang mit Erkrankung, Verletzung, Tod, Todesfallbegleitung von Angehörigen) verbunden.
Das Aufgabengebiet umfasst:
die Sicherstellung nach den Vorgaben der Stabsstellenleitung, dass die im Ausland tätigen Mitarbeitenden des EWDE frei sind von vermeidbaren Risiken für Leib, Leben und Gesundheit, und Gewährleistung unserer arbeitgeberseitigen Fürsorge-, Wohlverhaltens- und Sorgfaltspflichten für das Personal im Ausland - mit Wahrnehmung entsprechender Dienst- und Projektreisen sowie von Gremientätigkeiten
Identifikation, Analyse und Management von Sicherheitsrisiken sowie Implementierung und Institutionalisierung von Mechanismen und Instrumenten des Sicherheits-/Risikomanagements
Mitverantwortung für das Reisesicherheitsmanagement gemäß den entsprechenden Richtlinien, Erhebung von Reiserisiken, Beratung von Vorgesetzten und Reisenden, Definition und Veranlassung von Risikominderungsmaßnahmen aller Art sowie Unterstützung der Reisenden bei Notfällen
Erstellung von »Health, Safety & Security«-/HSS-Plänen und Unterstützung von deren Operationalisierung durch Auslandsbüros sowie Unterstützung von Mitarbeitenden und sonstigen Vertragsnehmenden im Zuge von Auslandsentsendungen/der Arbeit im Ausland
aktive Mitwirkung im Krisen-/Notfall-/Störfallmanagement, Bewirtschaftung von sicherheitsrelevanter Ausrüstung bzw. von Ausrüstung für »Health, Safety & Security«-Maßnahmen (HSS) sowie Weiterentwicklung und Pflege der Sicherheitsdokumentation
Beratung von Auslandsbüros sowie von Mitarbeitenden, Gremien, Arbeits- und Projektgruppen in Fragen des Sicherheitsmanagements, sicherheitsrelevanter Aspekte des Arbeits- und Gesundheitsschutzes sowie Konzeption und Durchführung entsprechender Aus- und Weiterbildungsmaßnahmen im In- und Ausland in Abstimmung mit der Stabsstellenleitung
Sie erfüllen folgende Voraussetzungen:
abgeschlossenes (Fach-)Hochschulstudium oder vergleichbare Qualifikation in einem relevanten Fach
Weiterbildung in den Bereichen Arbeitsrecht, Sicherheitsmanagement bzw. Arbeits- und Gesundheitsschutz im Auslandseinsatz wünschenswert
relevante Berufspraxis (vorzugsweise bei einer Sicherheits- oder Risikomanagementberatung) sowie Auslandserfahrung (vorzugsweise im Bereich Sicherheitsmanagement, und Erfahrung mit der Arbeit in Krisen- und Konfliktregionen)
Expertise im Bereich humanitäre Hilfe/in der Entwicklungszusammenarbeit sowie in sicherheitstechnischen Systemen, insbesondere Videoüberwachung (CCTV) und Zugangskontrolle (ACS)
Erfahrung im Notfall-/Krisenmanagement; Erfahrung in der Zusammenarbeit in kulturell diversen Teams vorteilhaft
einschlägige Kenntnisse und Erfahrung im Projektmanagement und in der Durchführung von Weiterbildungen sowie Praxis im kaufmännischen/betriebswirtschaftlichen Bereich und im Vergabewesen
sehr gute Sprachkenntnisse in Englisch und Französisch sowie einer weiteren relevanten Fremdsprache (bspw. Spanisch und/oder Arabisch)
Bereitschaft zu regelmäßigen Auslandsdienstreisen in kritischen Kontexten sowie zur regelmäßigen Rufbereitschaft im Zusammenhang mit dem Krisentelefon und Tropentauglichkeit (G35)
