BACKGROUND


IUCN is the world's oldest and largest global environmental network - a democratic membership union with more than 1,400 government and NGO member organizations, and almost 15,000 volunteer scientists in more than 160 countries.

IUCN's work is supported by more than 1,000 professional staff in 45 offices and hundreds of partners in public, NGO and private sectors around the world.

Its headquarters are based in Gland, Switzerland.

IUCN's work focuses on valuing and conserving nature, ensuring effective and equitable governance of its use, and deploying nature-based solutions to global challenges in climate, food and development.

IUCN supports scientific research, manages field projects all over the world, and brings governments, NGOs, the UN and companies together to develop policy, laws and best practice.

The IUCN European Regional Office (EURO), located in Bonn, together with the EU Representative Office, located in Brussels, provides vital linkages for IUCN Members, National Committees, Commissions and the Secretariat to governments, EU institutions, NGOs, scientists, practitioners, the private sector and other stakeholders to accelerate the implementation of the European Green Deal, the EU 2030 Biodiversity Strategy and related national and regional biodiversity plans in Europe.

It supports the mainstreaming of biodiversity within national and EU policy processes and promotes Nature-based Solutions (NbS) to social, environmental and economic challenges.


OBJECTIVES OF THE POSITION


Under the direct supervision of the Regional Director for Europe and the Global CFO, this position has a key role in securing the sound management of financial resources in support to IUCN's mission and the delivery of the IUCN Programme in Europe.

The position is responsible for ensuring that regional operations are efficiently and effectively managed, are financially sustainable and support the delivery of programme objectives in order to fulfil IUCN's mission in the European Region.

The European region consists of the European Regional Office and the IUCN EU Representative Office in Brussels.

In addition to EURO staff, the European Regional Office provides services and support to the outposted programmes and teams in Bonn.

The Senior Finance Officer is directly responsible for the financial management of the operations of the European Regional Office and for providing oversight and support for the financial management of operations of the IUCN Brussels Office.

JOB DESCRIPTION

  • SPECIFIC DUTIES AND RESPONSIBILITIES
  • The Senior Finance Officer will oversee the management of the financial resources of IUCN in the Europe region. The position will ensure a high level of financial control, ensure compliance with IUCN financial policies and procedures, and ensure the efficient use of financial resources.
  • Develop and oversee the implementation of a comprehensive financial management plan that will support the efficient and effective delivery of the IUCN EURO Programme.
  • Coordinate the annual budgeting process across the region as well as any other financial plans and forecasts.
  • Prepare financial management reports to track performance against budget and report the results to the Regional Director for Europe and IUCN Headquarters in Gland, Switzerland.
  • Ensure the accuracy and completeness of financial reports to donors, partners and internal stakeholders.
  • Provide advice to the Regional Director for Europe, Programme Heads and Heads of other offices in the region on all financial matters, including organisational development and making recommendations for improving efficiency and optimizing the use of financial resources.
  • Provide support to programme and project managers on all areas of project financial management, including budgeting, monitoring, reporting and compliance with donor financial rules and regulations.
  • Provide advice on the tax status of IUCN offices in Europe and the applicability of national taxes to staff and operations and assist offices in ensuring compliance with tax laws and regulations.
  • Provide or coordinate finance training for project managers and other staff in the region.
  • Ensure that an internal control framework is in place across the region, and that processes are in place to ensure compliance with established procedures.
  • Ensure the completeness and accuracy of financial data for the Bonn and Brussels offices through the establishment of checklists and monthly reviews of financial data.
