Budget Analyst

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce, to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as a Senior Budget Analyst in the Program and Budget Division with responsibility for planning, scheduling, and coordinating the efforts of the garrison budget, to produce a budget plan and execution process for the organization and supported garrison activities.

Duties

• Administers the garrison overall budgetary management system.
• Develops a system to review and monitor budget execution (i.e., obligations and expenditures) of a budget with different sources and types of funding (to include both direct and reimbursable funding from several appropriations).
• Interprets budgetary policies, guidance, and procedures issued by higher headquarters, Office of Management and Budget (OMB), and Congress and independently develops and issues subsequent policies/guidance for use within the garrison.
• Develops and issues local guidance/procedural instructions and provides advice to garrison managers during the formulation of the annual budget estimates for the budget year and out-years.
• Presents and defends the garrison's budget estimates to fund reviewing and granting authorities in higher headquarters.
• Plans work to be accomplished by budget analyst and supporting personnel, setting priorities and scheduling completion.
• Resolves simple, informal complaints and refers others to the supervisor.
• Allocates fund to individual activities/functional areas based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding.
