LCV EUCOM Germany: Technical Inspector Lead

Position Overview:   

The Technical Inspector Lead is responsible for the efficient management of all personnel and resources to accomplish all mission requirements pertaining to the Bradley Fighting Vehicles in  direct support to the M2 Maintenance Mission.  The TI Lead is also responsible for ensuring excellent customer service, effective implementation of the quality control program, and mission compliance with all contract requirements.  Maintains close coordination with the Government to ensure responsive support.  Maintains awareness of all operations, projected workload, inspection results, training, Government requests, guidance, and all issues relative to safety, environmental, and personnel.

The TI Lead directly reports to the Project Maintenance Manager and has the approval authority to accomplish all mission requirements as specified in all applicable regulations and contractual requirements.  This authority includes but is not limited to performance of all functions required by the contract and related regulatory requirements: i.e., approves timecards, administers discipline in accordance with company policy and âstop work authorityâ if a safety or potential safety situation occurs.

Directly leads the Mechanics who are responsible for preventative maintenance and fault repair M2/M3 Bradey Fighting Vehicles, to include, complex, interrelated mechanical, hydraulic, pneumatic, electronic, and electrical systems, equipment, and their components while in operation or in a standby condition using specially designed testing methods and test equipment such as computerized test sets, precision gauges, electronic sensors, injector test stands, engine scopes, etc., to assure that tolerance and safety factors have been met.

Advises mechanics of proper operation and maintenance of equipment, trains new Technical Inspectors, and further develops their skills.  Monitors operation and production at job site and ensures that proper maintenance and safety procedures are followed.

Performs other duties as assigned/required.

Applicable Skills, Knowledge, Education, and Experience:

  • Must be able to perform under stressful conditions and meet short suspense dates
  • Must be free of medical restrictions/limitations that prevent the performance of required duties
  • Must be able to speak, read, and write English fluently
  • Individual may be required to work extended hours, nights, weekends, and holidays
  • High school diploma or equivalent (GED)
  • Experience in the use of Microsoft Excel, Microsoft Word, PowerPoint, and GCSS-Army
  • Requires knowledge in equipment repair or equivalent experience, thorough knowledge of field services, equipment operation, and maintenance
  • Minimum of 5 yearsâ experience in field maintenance 
  • Must possess State driverâs license
  • Must have or be able to obtain & maintain a NAC-I

Additional Skills or Experience Preferred:

  • Candidates with prior Military and or LOGCAP experience in working with military equipment and environment.
  • Candidates with knowledge of US military regulations and OEM requirements, including OSHA, ANSI regulations standards

Organizes and coordinates the activities involved to maintain and repair Bradley Fighting Vehicles, mechanical equipment, including trucks, automobiles, diesel engines, etc.  Ensures that equipment is maintained according to requirements.  Utilizes Computerized Equipment Management System to monitor and control equipment maintenance.  Advises employees of proper operation and maintenance of equipment, trains new mechanics, and further develops skills of current workers. Monitors equipment operation at job site and ensures that proper maintenance and safety procedures are followed.  Trains mechanics and equipment operators in preventive maintenance procedures.  Orders and maintains an adequate inventory of parts and supplies to ensure timely maintenance.  Promotes safety, QIP awareness, and teamwork.  Requires specialized training in diesel mechanics and equipment repair or equivalent experience, thorough knowledge of field services equipment operation and maintenance, and a minimum of 5 years experience in field maintenance.


Job Summary

The Technical Inspector Track performs technical inspections and verifies the work performed on tactical M2/M3 track vehicles, material handling equipment and power generation equipment and their sub-systems IAW appropriate procedures and publications. Repairs mechanical, electrical, pneumatic, hydraulic and cooling system systems components, on vehicles, equipment and their subsystems as assigned IAW appropriate procedures and publications.

Principal Accountabilities

  • Performs technical inspections and verifies the work performed on tactical wheeled vehicles, material handling equipment, power generation equipment and their sub-systems IAW appropriate procedures and publications
  • Performs technical inspections, determines repair parts required and performs mechanical maintenance actions and repairs on various combat/ tactical track and wheeled vehicles IAW appropriate procedures and publications
  • Performs diagnostic tests, using measuring devices, instruments, test equipment, special tools and lifting devices, to identify mechanical, electrical, pneumatic, hydraulic and cooling systems failures IAW appropriate procedures and publications
  • Operates/tests various types of equipment, and attached systems IAW appropriate procedures and publications
  • Repairs mechanical, electrical, pneumatic, hydraulic and cooling system systems components, on vehicles, equipment and their subsystems as assigned IAW appropriate procedures and publications
  • Removes, repairs, and replaces: engine, drive train and body components; hydraulic, electrical and cooling system components as required IAW appropriate procedures and publications
  • Prepares, completes and maintains equipment logs, records all RSOIâs and technical inspections reports, etc.; all IAW appropriate procedures and publications
  • Performs clean-up duties and polices the shop and work areas as assigned
  • Supports / participates in the Company Continuous Improvement Process (CIP) and QA Program as required
  • Trains, mentors, and enhances the performance of co-workers and other personnel as required
  • Trains, cross trains and attends training sessions as required
  • Complies with all Company rules, policies and procedures
  • Complies with all safety, environmental and quality standards and applicable COPs and DOPs
  • Writes performance evaluation comments / reports when placed in a control/assignment directive role
  • Provides for accountability and proper care of all GFE / CFE
  • Favorably interacts with internal / external customers
  • Will be required, on an as needed basis, to assist to perform functions in maintenance work areas. 
  • Performs other duties as assigned

Knowledge & Skills

  • Must understand and be able to use technical manuals
  • Must be able to read complex schematic diagrams
  • Field of Expertise: Inspection, trouble shooting, repair and verification of tactical Track and wheeled vehicles, material handling equipment, power generation equipment and equipment
  • Must have basic computer operating skills
  • Must be able to speak, read and write English fluently
  • Writes performance evaluation comments and reports when placed in a control/ assignment directive role
  • Will be required to be trained in the operation of the STAMIS (GCSS-A) and ALIMS programs and other automation systems
  • Up-dates technical manuals

Experience & Education

  • Must have seven (7) years verifiable experience in inspection, verification, repair, and maintenance on tactical wheeled vehicles and equipment (one year of track experience may be applied toward the seven years verifiable experience)
  • Must complete a hands-on inspection of selected vehicles with a minimum of 90% passing score to demonstrate ability to perform the duties of the position. This includes an evaluation to perform job duties.
  • Subject to completion of a sixty (60) day trial period
  • Relevant experience must include at least four (4) months experience in their current position except when promoting to a higher rated position
  • High school diploma or equivalent (GED)
  • Experience in a leadership role is desirable

Physical Requirements/Working Environment

  • Work under stressful circumstances and meets shorts suspense dates
  • Worksite for the M2 Mission equipment includes the shops, various storage yards, the Issue Yard, test tracks and other areas where the Equipment moves.
  • Must be free of medical restriction/ limitations that prevent the performance of required duties and/ or prevent the wearing and utilization of Personal Protective Equipment (PPE)
  • Must be physically capable of performing the work in conditions of extreme temperatures, low humidity, rain and blowing sand and dust
  • Employees shall utilize all proper lifting procedures and practices associated with all lifting and material handling tasks that are assigned and associated with this job description
  • May be required to work on uncommon hours of duty, extended hours, nights, weekends, and holidays
  • Must possess a valid state driverâs license and be able to obtain a military operatorâs permit for each type of vehicle or equipment required to operate
  • Will be required to become knowledgeable in LOGSA computer programs and perform internet research
  • Must be able to meet CMF criteria in accordance with DA PAM 611-21 and AR 601-210

Reports to and receives assignments, instructions, and direction from the Project Maintenance Manager.  Performs organizational level and direct support maintenance on US military tactical and non-tactical equipment, maintains, diagnoses and repairs a variety of equipment including; diesel engines, transmissions, drive train components, winches, high pressure pumps, centrifugal pumps, sand conveyor systems, air compressors, microprocessor controls, electro-mechanical equipment, hydraulic systems, pneumatic systems, mobile/overhead cranes, wellhead attachments and pressure equipment, gearboxes, PTO's, generators, 12/24v electrical systems, equipment cabs and controls, chassis and suspension, rims, tires and wheels, forklifts, A/C systems, and a variety of other energy services equipment. Responsible for ensuring duties are performed in a safe, efficient, and effective manner.

Trains/mentors team members in solving usual and unusual maintenance problems through analysis and troubleshooting. Identifies parts outlined in repair manuals and requisitions the required parts. Installs specified new or reconditioned parts and/or makes required adjustments and reassembles complete unit. Candidate must be able to troubleshoot electrical, MVAC and drivability problems.

Moves materials and equipment to work locations and sets up work site. Completes records, maintains tools and equipment, and performs various clean-up and housekeeping activities. Observes and follows all safety rules and procedures, including wearing required personal safety equipment. Promotes teamwork and actively participates in quality improvement process. Promotes safety awareness and complies with all applicable safety procedures and regulations, performs other duties and activities as directed.

Additional requirements:

  • Must be fluent in English
  • Must have Five (5) to seven (7) yearsâ of experience working on U.S. military tactical track vehicles.
  • Must possess knowledge of ability to read and understand schematics, and technical drawings.
  • Must possess a valid passport with at least 12 months of remaining validity AND with at least 6 blank visa/stamp pages remaining.
  • Must possess a valid state driverâs license.
  • NAC-I is required

Preferred qualifications and skill:

  • Candidates with prior Military M2/M3 Bradley or track vehicles and or LOGCAP experience in working with military equipment and environment.
  • Candidates with MRAP-U certification.
  • Candidates with 40hrs HAZWOPER â OSHA certification.
  • Candidates with technician certification or work experience with RTCHâs (KALMAR RT-240).
  • Candidates with knowledge of US military regulations and OEM requirements, including OSHA, ANSI regulations standards.

Candidates must meet visa and or work permit requirements for the country of assignment to be considered and eligible for employment.
